NOTICE IS HEREBY GIVEN: That default has occurred in the conditions of the mortgage dated November 14, 2002, executed by Michelle R. Dalluge and Michael R. Dalluge, wife and husband, as mortgagors, to TCF National Bank, a national banking association, as mortgagee, recorded in the office of the County Recorder of Wright County, Minnesota, on December 18, 2002, as Document No. 822606, which mortgage conveyed and mortgaged the following described property, situated in the County of Wright and State of Minnesota, which property has a street address of 10077 Park Place Drive, Monticello, Minnesota 55362, and tax identification number 155125003010:
Lot 1, Block 3, Groveland Addition, Wright County, Minnesota
That the original principal amount secured by said mortgage was $174,173.00; that there has been compliance with any condition precedent to acceleration of the debt secured by said mortgage and foreclosure of said mortgage required by said mortgage, any note secured thereby, or any statute; that no action or proceeding has been instituted at law to recover the debt remaining secured by said mortgage, or any part thereof; that there is claimed to be due upon said mortgage and is due thereon at the date of this notice, the sum of $178,895.30 in principal and interest.
That by virtue of the power of sale contained in said mortgage, the said mortgage will be foreclosed by the sale of the above described premises with appurtenances, which said sale will be made by the Sheriff of Wright County, Minnesota, at the Sheriff’s office in the Law Enforcement Center, 3800 Braddock Avenue Northeast, Buffalo, Minnesota, on October 15, 2012, at 10:00 o’clock a.m., at public auction to the highest bidder, to pay the amount then due on said mortgage, together with the costs of foreclosure, including attorneys’ fees as allowed by law, in accordance with the provisions of said mortgage. The time allowed by law for redemption by the mortgagors, their personal representatives or assigns, is six (6) months from the date of said sale.

YOU ARE NOTIFIED THAT:
1. Default has occurred in the conditions of the Mortgage dated May 3, 2006, executed by Barry A. Kukowski and Jean E. Kukowski, husband and wife, as Mortgagors, to AgStar Financial Services, FLCA, as Mortgagee, and filed for record May 22, 2006, as Document No. A1010693, in the Office of the County Recorder of Wright County, Minnesota. The land described in the Mortgage is not registered land.
2. The Mortgage has not been assigned.
3. The original principal amount secured by the Mortgage was $217,500.00.
4. No action or proceeding at law is now pending to recover the debt secured by the Mortgage, or any part thereof.
5. The holder of the Mortgage has complied with all conditions precedent to acceleration of the debt secured by the Mortgage and foreclosure of the Mortgage, and all notice and other requirements of applicable statutes.

5. Resolution Awarding the Sale of Refunding Bonds Series 2012B – Representative Jodie Zesbaugh from Ehlers presented the Financing Sale of the 2013 and 2014 maturities of the District’s $22,880,000 General Obligation Refunding Bonds, Series 2012B, dated February 10th, 2005. The winning bid of 0.4469 went to Morgan Stanley & Co. LLC in New York, NY. The interest rates on the existing bonds were 3.75% and 4%, the rate of the new bonds will be 2%. The lower rate will reduce future debt service payments of $123,894.

6. Proposal to Change the Start Times at the Middle School for the 2012-13 School Year – Jeff Scherber, and Matt Coalwell, Middle School Principals explained that as a part of their ongoing literacy initiative, every morning students and staff will be required to read for fifteen minutes. 7. TPI Presentation – John Haas and Beth Mann, SCSU presented an overview of the Teacher Preparation Initiative (TPI) program.
8. Curriculum and Instruction Report – Accountability – Linda Borgerding, Director of Curriculum and Instruction presented the 2012 Accountability Results; reading results for grades 3-8 and 10th grade, math results for grades 3-8 and 11th grade, and MCA ll and lll tests results. Her presentation also included Monticello’s district testing profile from 2008-2012.
9. Request for Additional Positions – Jim Johnson, Superintendent requested two positions for board approval. A .5 FTE Kindergarten at Pinewood B. Up to 6.75 hour DCD Paraprofessional for the High School Approved by Robbie Smith Seconded by Jeff Hegle Approved 6-0
10. Renewal of the Cooperative Agreement with STMA and Annandale for Girls Hockey for the 2012-13 Season – Jim Johnson, Superintendent presented the 2012-2013 Girls Hockey Renewal Agreement for school board approval.

A SUMMARY ORDINANCE AMENDING TITLE 10, SECTION 3.7 OF THE MONTICELLO ZONING CODE RELATING TO REGULATIONS FOR THE SHORELAND DISTRICT AND THE WILD AND SCENIC RECREATIONAL RIVER DISTRICT AND REPEALING CHAPTER 27 OF THE MONTICELLO ZONING CODE
NOTICE IS HEREBY GIVEN that, on April 9, 2012, Ordinance No. 545 was adopted by the City Council of the City of Monticello, Minnesota, and on September 10, 2012, Ordinance No. 563 was adopted by the City Council of Monticello, Minnesota. Due to the lengthy nature of Ordinances No. 545 and No. 563, the following Summary Ordinance No. 563A has been prepared for publication as authorized by state law.
Ordinance No. 545 adopted by the Council repeals Chapter 27 of the Monticello Zoning Code which regulated the Management of the Mississippi Wild, Scenic, and Recreational River System and the Shoreland areas of the City of Monticello.
Ordinances No. 545 and No. 563 adopted by the Council amends Title 10, Section 3.7 of the Monticello Zoning Code. The general purpose of the ordinance amendments is to add new Overlay Zoning Regulations for the Shoreland District and the Wild and Scenic Recreational River District and further amend the new Shoreland District and the Wild and Scenic Recreational River District within the following sections of the Zoning Code:
