Notice is hereby given that a public hearing will be held by the City of Monticello City Council on October 28, 2013 at 7:00 p.m. in the Monticello City Council Chambers to consider the following matter:
Consideration of adoption of an assessment roll on delinquent accounts within the City of Monticello pursuant to Monticello Ordinance, Sections 7-2-21, 7-3-3 (C), and 7-6-9 (B), and Minnesota Statute, Sections 429.101, 443.015, and 444.075. A copy of the assessment roll is on file at the Monticello City Hall and may be reviewed during normal business hours.
Written and oral testimony will be accepted on the above subject, and all persons desiring to be heard on the referenced delinquent assessment roll certification will be heard at this meeting. No appeal may be filed on the amount of the assessment unless a written objection, signed by the property owner, is filed with the Clerk prior to the hearing or presented to the Mayor or presiding officer at the hearing.
An owner may appeal an assessment in district court pursuant to MN State Statutes Section 429.081 by serving notice of the appeal upon the Mayor or Clerk within 30 days after the adoption of the assessment. Such notice shall be filed with the district court within ten days after serving notice upon the Mayor or Clerk.
After adoption of the assessment by City Council, the property owner has the right to prepay the entire assessment to the Clerk within 30 days after the public hearing with no additional interest. If the assessment is not paid within the 30 day period, the assessment shall accrue interest at the rate of 6% from the date of the public hearing. If not prepaid by November 30th, the certified assessment roll shall be turned over to the County Auditor to be placed on the tax rolls for the following year with interest accruing through December 31, 2014.
