A Level III sex offender will be moving to the 200 block of West Broadway Street, Monticello on Dec. 24.
Duane Lloyd Swanson, 43, has a history of sexual contact with victims, males, between the ages of 12-14. Swanson was known to at least one of his victims; the relationship to the other victim is unclear, according to the Wright County Sheriff’s Office.
The Sheriff’s Office routinely releases information about Level III sex offenders in the county when it believes it will enhance public safety. Law enforcement officials track the movements of Level III sex offenders closely. Swanson is not currently wanted by police and has served the sentence imposed on him by the court.
The Sheriff’s Office, the supervising release agent, and the Minnesota Department of Corrections may not direct where the offender does or does not reside, nor can these agencies direct where he works or goes to school. The risk level of this offender has been determined based largely on his potential to re-offend based on his previous criminal behavior.
Convicted sexual and predatory offenders have always been released to live in our communities, according to a release from the Sheriff’s Office. It was not until the passage of the Registration Act that law enforcement had an ability track the movement of these offenders after their initial release. With the passage of the Community Notification Act law enforcement may now share information about many of these offenders with the public. Abuse of this information to threaten, harass or intimidate a registered offender is unacceptable and such acts could be charged as a crime. Such abuses could potentially end the ability of law enforcement to provide these notifications. If community notification ends the only person who wins is the offender, according to the press release.
Swanson is listed at 6-2, 248 pounds with a large build. He has red hair and blue eyes. Local schools, day cares and other organizations that serve children will also be notified of Swanson’s arrival in Monticello.
