The access ramp from southbound Highway 25 to westbound Interstate 94 in Monticello opened at noon today, Friday, July 11. The left turn from northbound Highway 25 to westbound I-94 remains closed, and is scheduled to reopen by July 17 after the permanent signal system is completed, the Minnesota Department of Transportation reported in a news release.
